The second week of session was not as full of fun as the first week as the Legislature got down to business.  A couple key things that happened worth mentioning were:

 

1) The passage of HB 1173 regarding wages for high hazard industries.  The bill passed out of the House Labor & Workplace Standards Committee on a party line vote.  This is the bill that would apply prevailing wage to a company rather than a project in high hazard industries – resulting in prevailing wages being applied to private sector projects rather than just public works.  The Senate bill – SB 5222 – was heard this past week.

 

2) The House Housing Committee also passed HB 1217 – the rent stabilization act on a party line vote.

 

We are waiting to see if either of these bills will go to the Appropriations Committee before Rules and the floor.  But it definitely shows a few areas where we are going to see policy battles.

 

UI for Striking Workers had a hearing in Senate Labor & Commerce this past week.  The hearing went as well as could be expected.  There is some discussion and controversy about whether or not the bill meets federal conformity.   Also discussion about what happens if teachers or ferry workers strike.  Even though it is technically “illegal” for state employees to strike, the reality is that they do and it might be difficult to refuse UI benefits in these situations.

 

We are hearing that budgets (operating, transporation and capital)nwill not be available to review until after the March revenue forecast.  Session is scheduled to end on April 27 so there is a scramble to get the policy bills (with no money implications) through the process quickly since once the budgets come out, they will be the focus.  

 

Finally, if you are sitting around this afternoon  (Friday the 24th) looking for something to do, turn on TVW and see if the House floor debate on their procedural rules is interesting.  We hear that arguments between the two political parties might get a little “spicy.”  Or, it could be really boring.
