The first week of the Legislative session had some committee meetings and bill introductions scattered among the pomp and circumstance of swearing in new legislators and elected officials.  The highlight was, of course, the bi-partisan messaging in newly elected Governor Bob Ferguson’s Inaugural address.  Here is a LINK to that speech.  

 

The big hearings this week included a hearing on prevailing wage in high hazard facilities, rent control, and a hearing on a Housing Cost Driver task force.  The House also heard a bill creating a statewide labor standards committee for childcare.  We expect to see housing, public safety, and child care remain major issues as we move this the session.   The fiscal committees also received updates on Governor Inslee’s Operating, Transportation and Capital budgets.  These budgets will be used as the draft or base for additional budgets.  Budget discussions have begun already and we expect it to get heated as legislators grapple with the four-year, nearly $12 billion budget problem.  As you can see from Ferguson’s inaugural address, this budget problem is a priority for him.  Ferguson has proposed budget priorities which include cuts across agencies.  However, his plan is to not make these flat cuts across the board but instead he will be strategic in his proposals.  He has said he will not accept cuts in education, childcare, housing, public safety, and ferries.

 

The transportation budget is concerning – with a $1 billion overall deficit and the continuing challenge of increasing project costs with declining revenue.  SSCCLC will have to be vigilant since there is about a $2.5 million cut in Governor Inslee’s budget proposal for the 405/167 connections.  Maintaining funding and on-time completion for the Gateway projects will be paramount.

 

Next week, there are a number of hearings where SSCCLC might want to weigh in.  The biggest is the bill to allow striking workers to collect unemployment insurance.
